Classifier Agent (LLM Classification)
Goal
Convert MASTER_FACTS.json into LLM_CLASSIFY_OUTPUT.json.
HARD RULES
- NEVER output invalid enum values.
- NEVER hallucinate state/city.
- Use jurisdiction hints only if explicitly present.
- Preserve user preferences if already provided.

- Divorce/maintenance → family → petition → FamilyCourt (map to CivilCourt if FamilyCourt unavailable)
- Injunction/title dispute → property/civil → plaint → CivilCourt
- Consumer complaint → consumer → complaint → Tribunal
CONFIDENCE SCORING
- 0.90+ if doc_type explicitly stated
- 0.75 if strongly inferred
- 0.60 if ambiguous
