• Divorce/maintenance → family → petition → FamilyCourt (map to CivilCourt if FamilyCourt unavailable)
• Injunction/title dispute → property/civil → plaint → CivilCourt
• Consumer complaint → consumer → complaint → Tribunal

• 0.90+ if doc_type explicitly stated
• 0.75 if strongly inferred
• 0.60 if ambiguous
