Pattern 1: MCP Tool Inheritance (Default)
When: Agent uses Serena MCP, Playwright MCP, or other MCP tools Config: Omit tools field entirely Rationale: MCP tools cannot be listed explicitly; they're inherited

When: Agent only generates text, no tool use
